But in the fierce competition of local politics, he is the happiest.
"He's probably the most amazing person I know," said Wayne Samuelson, retired chairman of the Ontario Labor Federation, a city councillor for Ferguson.
"He will do whatever it takes.
Ferguson has complained of rubble laying on the streets in his ward.
He asked the city to spray the streets with water so that the dust on the gravel would not blow to people's homes.
His request was ignored.
So one day Ferguson brought a large bag of the same gravel into the chamber and threw it into a large bucket.
Samuelson said that dust was everywhere and his view was correct.
If Ferguson is still alive today and still in Parliament, I bet he will find a way to smuggle portable grills into the council chamber.
He would then bake one burger pie after another until there was an awful smoke residue in the air.
Other members of parliament will be forced to breathe greasy air until they have no choice but to agree with these neighbors.
Although Ferguson has many shortcomings, what he really cares about is people who don't have much resources and influence.
Too bad, he's not around to talk for them now when they need him.
